This person creates marvelous video tutorials, not only for Photoshop but also for Illustrator, Premier Pro CC, and many others. As the videos are uploaded on YouTube, they’re completely free and can be accessed through any device. This resource is really useful for those who aren’t comfortable with English. The content is natively in Hindi/Urdu but has support for English captions as well.
